ExDreamer, I'd say it's not dead, there's just no tf2 fandom in Russia, per se. And I'm kind of not in the fandom, really, I just stalk tf2chan, and that's it; I don't even play this kind of games, really, I just dig the character design. XD

It was a fluffy cute and hilarious Engy/Spy fic, back then before tf2chan changed location. I think they lost it. :< Wish I could find it and reread, but who knows where is it now...
